Sigma Defense is seeking a Site Security Manager/Program Manager to provide expert recommendations, guidance, and input during all phases of the project: Planning, Design, Initiation, Setup, and Accreditation to the SAF/AQ Special Security Officer (SSO)/DIA Accrediting Official (AO).
The hired candidate will advise AO of any discrepancies, variances, contractor misconduct, and other securing incidents and delays.
The SSM will also provide expertise to the U.
S.
government throughout the construction process and ensure all design reviews and final plans are done in accordance with the ICD-705, TEMPEST 1/13, DoD 5200, and other DOD/IC Directives and Guidelines to ensure a final accreditation secure area at construction completion.
The ideal candidate should have a solid working experience in construction management and be able to identify construction management processes, means, and methods.
They should have expert knowledge of building products, construction details and relevant rules, regulations and quality standards, and be able to understand all facets of the construction process for building a Sensitive Compartmented Information Facility (SCIF).
This position will initially require a SECRET security clearance with the ability to obtain TS/SCI security clearance level prior to facility accreditation.

Requirements
At minimum 10 years of relevant construction experience.
SSM shall have an expert understanding of the ICD/ICS-705 (Version 1.
5.
1, Date 26 July as demonstrated by experience working on multiple ICD-705 projects.
SSM shall have comprehensive knowledge related to ICD 705 construction, Physical a combination of these areas.
SSM shall demonstrate familiarity and knowledge of construction, construction documentation review for impacts to ICD 705 and TEMPEST requirements, project management and submittal of required accreditation documentation to DIA.
SSM shall have knowledge of and demonstrate understanding of Electronic Security Systems (ESS) for secure area and collateral designs / build per regulations.
Education Requirements:
High School Diploma or GED, but higher education in a construction or security field of study is preferred.
Computer Programs/Software Experience:
Microsoft Outlook, Word, and Excel.

Essential Job Duties:
Oversee and analyze all construction activities to ensure the facility has been constructed in accordance with the project specific Design / Blueprints, ICD-705 Accreditation Requirements, DoD Physical Security Requirements, and Anti-Terrorism/Force Protection (ATFP) considerations.
Review design documents and drawings to ensure compliance with ICD 705.
In consultation with the AO develop and implement Construction Security Plan (CSP) that addresses infrastructure, personnel, training, and processes for construction site physical security, site access control, receipt and storage of construction materials, and monitoring of construction activities.
Develop and implement site Standard Operating Procedures to comply with the CSP.
Attend design reviews, construction progress meetings, scheduling meetings, and provide expert feedback.
Coordinate with AO on any substantial change/issues that arise.
Conduct vulnerability assessments throughout the project, providing recommended countermeasures/mitigations.
Conduct periodic site inspections to ensure compliance with the CSP and construction design and security standards.
Ensure procedures to control site access are implemented.
Develop and submit accreditation documentation to include, but not limited to, the Fixed Facility Checklist (FFC) and TEMPEST checklist.
The SSM will work with the COR and USACE Security Office to resolve problems that may occur at the construction site ensuring the AO is aware.
Personnel Clearance Level:
Candidate must possess or have the ability to obtain an active, DoD-issued Secret security clearance with the ability to later obtain a TS/SCI.
A clearance will be sponsored for the right candidate.
Salary Range: $100,000 - $125,000 annually.
