Description To perform a variety of professional engineering tasks in the design and construction of the City's most complex public infrastructure improvement projects; to provide technical engineering expertise supporting the City's infrastructure systems; design and operation of City transportation systems; to supervise assigned staff in project and program development; and to perform variety of technical tasks relative to the assigned area of responsibility.
Examples of Duties Essential Functions: 1.
Lead, plan, train and review the work of staff responsible for performing engineering work including the design and construction inspection of public infrastructure projects.
2.
Perform professional civil engineer functions; Plan, direct and participate in the preparation of plans, specifications, addenda, proposals, district maps, staff reports, project budgets, and cost estimates for proposed projects.
3.
Present to a variety of boards and commissions; coordinate the design of engineering projects and construction work with outside contractors and other agencies; conduct meetings to provide information to outside agencies and the general public.
4.
Perform research for project needs; determine need for land acquisition and eligibility for grant funding of projects.
5.
Lead the selection of consultant engineers for various projects; negotiate with consultants to establish contract prices.
6.
Review and approve engineering and construction projects for compliance with appropriate codes and ordinances.
7.
Respond to public and professional inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
8.
Manage consultants in the development of projects and studies.
9.
Analyze problems pertaining to public infrastructure and develop creative solutions.
10.
Analyze construction bids, field verify construction quantities, negotiate with contractors to establish change order prices to perform extra work not included in the original construction contract, prepare monthly pay estimates and contract change orders for recommendation of approval and payment.
11.
Provide supervision of assigned staff including development of project schedules and work assignment.
12.
Serve as liaison for the Engineering Department with other divisions, departments, and outside agencies, negotiate and resolve sensitive and controversial issues.
Marginal Functions: 1.
Assist in directing emergency management operations within the assigned area as required.
2.
Periodically inspect public infrastructure construction sites to verify progress and compliance with plans and specifications and to resolve problems and conflicts that arise at the construction site.
3.
Prepare application documentation for funding opportunities.
4.
Identify potential improvements to the City’s standard construction specifications and standard drawings.
5.
Perform related duties and responsibilities as required.
Typical Qualifications Knowledge: Principles and practices of civil engineering; Principles of mathematics as applied to engineering work; Operational characteristics of applicable engineering equipment and tools; Construction principles and practices in the public works industry; Terminology, methods, practices, and techniques used in technical civil engineering report preparation; Occupational hazards and standard safety practices; Pertinent Federal, State and local laws, codes and regulations; Computer aided drafting technology; City development standards and construction specifications; Engineering design principles and practices; Water and sewer design and grading techniques; Principles and practices of supervision and training; Operations, services and activities of a civil engineering program; Methods and techniques supporting the design and construction of municipal public infrastructure projects; Knowledge of various outside funding programs.
Skills: Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain mental capacity, which allows for the effective interaction and communication with others; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
Abilities: Perform a variety of highly complex, multifaceted, project management tasks; Independently perform the most difficult professional engineering tasks; Review and approve complex construction and civil engineering projects; Manage multiple complex public infrastructure projects; Work independently in the absence of supervision; Understand and follow oral and written instructions; Operate a variety of engineering equipment in a safe and effective manner; Develop, review, revise, and interpret engineering plans and specifications; Perform accurate and complex mathematical computations; Proficiently produce plans using AutoCAD Civil 3D and write technical specifications; Perform technical research and solve engineering problems; Organize and review the work of staff in assigned area of work; Perform construction plan reviews and recommend solutions to problems; Interpret, explain and enforce applicable policies and procedures.
Supplemental Information Experience: Five years of increasingly responsible engineering experience related to public infrastructure projects, including one year of supervision of technicians and engineers.
Training: Equivalent to a Bachelors degree from an accredited college or university with major course work in, civil engineering or a related field.
Credentials: Possess a valid registration as a Professional Engineer in the State of North Dakota or obtain valid registration as a Professional Engineer in the State of North Dakota through reciprocity.
Possession of, or ability to obtain a valid driver’s license.
